The following is the full Borough of Hopatcong Council Meeting that occurred on 11-04-2020 through Zoom technology.

The following should be considered the more important community developments for residents:

  • Councilman John Young and Councilman Richard Schindelar were reelected to the Borough Council for 2021 Terms

  • The Hopatcong Marketplace will be having “Christmas in the Park” at Maxim Glen Park on December 5th, from 12:00 PM to 4:00 PM. Additionally, on December 12th the Marketplace will run from 3:00 PM – 9:00 PM and coincide with the Christmas Tree Lighting in Modick Park

  • The Community Center is seeing a lot of need in the community especially with the up-tick in COVID-19, additional layoffs, and other factors. Donations of ShopRite gift cards would help

  • On November 11th, at 11:00 am there will be the annual Veterans Day ceremony, which will also include honoring the new Hometown Heroes that will have banners displayed in the town

Council Member Updates:

  • The two council members (Young & Schindelar) that we reelected were congratulated on their return to the Council once again in 2021
  • The Community Center is seeing a lot of need in the community especially with the up-tick in COVID-19, additional layoffs, and other factors
  • On November 12th from 9:00 AM – 4:00 PM, Representatives from Sussex County will be at the center to help with Insurance Renewals
  • On November 16th is Meet the Mayor night, make sure you come early as only 12 people (50% Capacity is allowed at any one time.)
  • The Community Center will be doing the Giving Tree again this year and more information will be posted with a formal announcement shortly
  • The Community Center requests that ten $50.00 ShopRite gift cards be added to the meetings bill list for approval (Non-Taxpayer Money)
  • On November 11th, at 11:00 am there will be the annual Veterans Day ceremony, which will also include honoring the new Hometown Heroes that will have banners displayed in the town

  • The Spotted Lantern Fly is now in the area, and the egg masses are starting to show up

Administrators Report:

  • Modick Park Playground area is being upgraded
  • The Hudson Ave. Sewer Project was approved by the DEP, the contact has been signed and sent back to the DEP
  • The Borough is following Executive order 192 with testing of employee temperatures, and eventually the public. Also, UV lighting that kills infectious diseases will be deployed at the Borough, Police Station, Community Center and Senior Center
  • Clarification that the monies for the requested ShopRite gift cards for the community center come from the Marketplace fees, and not from the taxpayers

Public Comment:

  • Q: Resident commented on meeting with Borough Engineer and Officials on water drainage problems on the property. While the owner was looking for a solution to the problem, they were disappointed no solution is available through the Borough.

A: Borough Attorney stated no comment can be given, if something is built to code at the time, you don’t need to bring something up to new codes. According to the Administrator it is the topology of the land that is the problem that is the problem.

  • Q: Are the ShopRite Gift Certificates given out with any requirements?
    • A: Yes, the information is taken by the Community Center and all circumstances are verified before the person signs out a card.

AN ORDINANCE TO MODIFY SECTION 108-1 OF THE CODE OF THE BOROUGH OF HOPATCONG REGARDING FEES (TAX SALE NOTICES)

Resolutions:

a. 2020-152, Authorization for the submittal of a Covid-19 Relief Fund Grant (Passed)

Old Business:

  • The Council has reviewed the Police Chief’s Contact in closed session and is looking to move forward with the offer per the Borough Attorney. With the Resolution being approved on the next agenda.

New Business: None

Mayor’s Comments:

The Playground in Modick Park is going to be a big improvement for the community

The aeration in Crescent Cove has been turned off as of 11/01/2020 and due to be turned on 03/01/2020, he is making progress with the DEP on the second phase of BioBlast in 2021.

The Mayor has been looking at the Skate Park, and after talking to the users of the park, will be working on enhancements to the park

The Mayor indicated that at the Corner of Hudson Ave. and Maxim Drive, they are intending a complex Stream and RainGarden for this area.
